Synopsis:

Adding the crime of possession of marijuana of 7 grams or less for the purpose of requiring trial in the District Court; prohibiting the trial of this crime in the circuit court unless there is an appeal taken from a conviction in the District Court or there is another charge entitling the defendant to a trial in the circuit court; providing that possession of marijuana over 7 grams is not a defense; providing that this crime is not a lesser included offense of specified other offenses; etc.
