Synopsis:

Prohibiting telecommunications carriers from engaging in certain discriminatory behavior; establishing rules for basic telephone service rates; authorizing alternative methods of rate regulation; requiring certain local exchange carriers to provide local exchange services to end users through retail subsidiaries; requiring the Public Service Commission to classify local exchange services as competitive or noncompetitive; requiring certain telecommunications services to be unbundled; etc.
