Requiring the Secretary of Human Resources to establish specified welfare demonstration projects; requiring the Secretary to allocate to the demonstration projects a specified amount of a specified budget; requiring specified demonstration projects to provide specified services for participants; requiring a participant to enter into an agreement to perform certain actions; establishing a Joint Committee on Welfare; requiring the Secretary to report in a certain manner to the Committee; defining specified terms; etc.
