Synopsis:

Adding a crime concerning assault involving unconsented physical contact without physical injury requiring trial in the District Court; prohibiting trial of this crime in the circuit court unless there is an appeal from the District Court or there is another charge entitling the defendant to a circuit court trial; providing that proof of physical injury is not a defense; providing that this offense is not a lesser included offense of other offenses; providing for the compromise of an assault charge; providing for a contingency; etc.
