programs; establishing procedures to prevent alcohol and drug abuse by
workers at marine facilities in the State; establishing procedures for

requiring the programs to comply with specified guidelines for
drug-free workplaces; establishing that certain individuals are deemed
in compliance with the Act; and prohibiting the standards of the
