Synopsis:

Establishing a pilot program in Montgomery and Harford Counties to allow a private contractor to collect money owed in criminal cases; authorizing the Department of Public Safety and Correctional Services to enter into contracts; establishing requirements for contracts; requiring private contractors to offer specified employment to affected employees; requiring cooperation of State government units; authorizing the Department to add another county to the Program under specified conditions; and providing for the termination of the Act.
