Prohibiting the Department of the Environment from approving a change

spoil in the Hart-Miller Island Dredged Material Containment Facility
unless authorized by the General Assembly; prohibiting the Board of
Public Works from approving a license or an amendment to a license to
change the height or number of containment areas for depositing dredge
spoil in the Facility unless authorized by the General Assembly; and
providing for the prospective application of the Act.
