Synopsis:

Prohibiting a person from tattooing a minor unless a parent or guardian consents to the tattoo; making it a defense that the defendant used due caution to determine that the tattoo recipient was at least 18 years old or that a parent or guardian consented to the tattoo; specifying a penalty; etc.
