Synopsis:

Expanding a provision of law that allows out of court statements concerning specified alleged offenses against children under the age of 12 years to be admitted in juvenile or criminal proceedings by allowing these statements to be offered by any person if the court finds, in a hearing conducted outside the presence of the jury that the time, content, and circumstances of the statement provide sufficient indicia of reliability.
