Synopsis:

Requiring an applicant in zoning proceedings in Howard County to file an affidavit stating whether the applicant is engaging in business with elected officials when the application has been filed; and requiring an applicant who begins engaging in business with elected officials between the filing of an application and the disposition of the application to file an affidavit at the time of engaging in business.
