Synopsis:

Requiring a patient's consent before a health care provider may disclose certain medical records under certain circumstances; limiting the circumstances under which a health care provider may disclose medical records without the patient's consent; restricting the type of demographic information that the Maryland medical care data base may collect; and restricting the circumstances under which the Health Care Access and Cost Commission may collect patient information.
