Legislative Immunity - Constituent Service Activities and Communications

Synopsis:

Providing immunity from civil liability to a member of a state legislature, including the General Assembly of Maryland, for any act or omission relating to a constituent service or communication made on behalf of a constituent that is within the scope of the public duties of the member; providing that the member is not civilly liable for defamation under specified circumstances; providing a right of appeal from specified interlocutory orders denying specified immunity under specified circumstances; etc.
