Synopsis:

Authorizing a police officer to detain a person under certain circumstances in an area that is not within the officer's jurisdiction for the purpose of transferring the person to the custody of a local law enforcement agency; requiring a police officer who detains a person under these circumstances to immediately notify the local law enforcement agency; and requiring the local law enforcement agency to immediately arrest or release the person, as appropriate.
