Synopsis:

Authorizing agents, employees, and consultants of Baltimore County to enter upon private property to conduct environmental and engineering studies in order to determine the suitability of the property for public use; requiring prior consent of a property owner; authorizing the County to obtain a court order when consent cannot be obtained; specifying notice requirements; requiring the County to replace topsoil in a specified manner; and providing that the County is liable for damages.
