Vehicle Laws - Taxicabs - Availability of Seat Belts for Passengers

Synopsis:

Requiring that taxicabs are equipped with seat belts in the front and back seats; requiring that seat belts are easily accessible and in good working order; clarifying that a passenger is not required to be restrained by a seat belt; clarifying that a driver may drive a taxicab when a passenger is not restrained by a seat belt; providing that failure of a passenger to use a seat belt does not affect certain civil actions; and requiring that taxicabs are inspected by July 1, 1997 to verify that they are equipped with seat belts.
