Synopsis:

Providing that the right to a jury trial in civil proceedings preserved by Article 23 of the Declaration of Rights applies when the amount in controversy exceeds $10,000 rather than $5,000; and submitting this amendment to the qualified voters of the State of Maryland for their adoption or rejection.
