Requiring the Governor to appoint the members of the Somerset County Board of Education in accordance with specified procedures; specifying the composition of the Somerset County Board of Education; establishing School Board Nominating Commissions in Somerset County; specifying the expiration of the terms of the interim incumbent members of the Somerset County Board of Education; and submitting the Act to a referendum of the legally qualified voters of Somerset County.
