Synopsis:

Prohibiting a person from making a tattoo on a minor unless a parent or guardian of the minor is present during the tattoo and consents to the tattoo; making it a defense that the defendant used due caution to determine that the tattoo recipient was at least 18 years old or that the individual who was present during and consented to the tattoo was a parent or guardian of the minor; specifying a penalty; etc.
