Synopsis:

Creating a Health Benefits Appeals Board in the Insurance Administration; providing funding and staff for the Board; authorizing the Board to hear cases involving limitations on or denial of coverage for health benefits; and empowering the Board to reverse specified decisions of health insurers, nonprofit health service plans, and health maintenance organizations.
