Synopsis:

Authorizing the Maryland Higher Education Commission to administer oaths and to issue subpoenas under specified circumstances; requiring the Chairperson of the Commission to sign the subpoenas; authorizing a circuit court to compel compliance with a subpoena issued by the Commission under specified circumstances; and authorizing a circuit court to quash a subpoena or amend the terms of a subpoena issued by the Commission under specified circumstances.
