Synopsis:

Authorizing counties to adopt ordinances for the control of litter, subject to fines in specified amounts; providing that a vehicle or conveyance used to commit a second or subsequent litter offense may be subject to seizure and forfeiture; and providing for the disposition of seized and forfeited vehicles and conveyances.
