Synopsis:

Revising and restating the laws concerning explosives and destructive devices; repealing obsolete provisions; prohibiting the manufacture, transport, possession, control, storage, sale, distribution, or use of a destructive device; prohibiting possession of explosive, incendiary, or toxic materials with intent to create a destructive device; providing penalties; providing for the payment of restitution to specified persons under specified circumstances; making a specified misdemeanor offense a felony; etc.
