Real Property - Priority of Liens - Homeowners Associations

Synopsis:

Providing that lot owners within homeowners associations are liable for specified homeowners association fees and assessments; allowing homeowners associations to enforce assessments and charges by imposition of a lien in accordance with the Maryland Contract Lien Act; providing that a portion of a lien on a lot imposed by a homeowners association in accordance with the Maryland Contract Lien Act is prior to a first mortgage or deed of trust; etc.
