Synopsis:

Creating a rebuttable presumption of joint legal custody in initial child custody proceedings; establishing that the presumption may be rebutted by particular evidence; requiring a court to make residential arrangements for a child if the court awards joint legal custody; requiring a court to award sole custody of a child if joint custody is not awarded; etc.
