Altering the maximum amount of debt that the Washington Suburban Sanitary Commission (WSSC) may carry, based on the assessable base of specified property; altering the application of the limit on the debt so that it applies unless specifically exempted in a specified manner; providing for the calculation of specified debts; eliminating an exception for debt supported by specified service charges; etc.
