Synopsis:

Altering the authority of the soil conservation district in Montgomery County to delegate the review and approval or rejection of sediment control plans to the Montgomery County Department of Environmental Protection to provide that the soil conservation district may delegate the functions to the Montgomery County government by written agreement between the district and the department authorized by county law or regulation to perform those functions.
