Synopsis:

Proposing an amendment to Article IV, Section 8 of the Maryland Constitution so as to permit the General Assembly to impose a time limit on a party's right to obtain automatic removal in a capital case and to prohibit a party from obtaining removal after the time limit has expired unless the party establishes that the party cannot obtain a fair trial or sentencing proceeding in the jurisdiction in which the case is pending.
