Prohibiting, with a certain exception, a person from operating a
specified motor vehicle for hire in the State unless the person holds
a for-hire driver's license issued by the Public Service Commission;
allowing a county or municipality to elect to license taxicab drivers
who drive taxicabs that are based in that county or municipality
provided that, at a minimum, the county or municipality conducts a
criminal record check and driving record check of each applicant; etc.
