Promoting telecommunication and computer networking among governmental and educational institutions in the State by requiring the Department of Budget and Management to provide a telecommunication and computer network in specified areas for specified purposes; declaring findings of the General Assembly; and requesting the inclusion of specified appropriations during specified fiscal years.
