Synopsis:

Requiring specified entities that solicit and spend money for the purpose of influencing political opinion to register with the Secretary of State as charitable organizations; specifying exceptions; and broadening the definition of "regulated lobbyist" in the Ethics Law to include entities that solicit and spend more than $1,000 for the purpose of influencing legislative or executive action.
