Synopsis:

Altering the amount of time before the clerk may deliver a marriage license after the application is made; providing that a license may be delivered before the waiting period if the couple provides proof of premarriage education; providing certain other exceptions to the waiting period; and requiring the Department of Health and Mental Hygiene and the clerk of the court to provide certain information.
