Synopsis:

Modifying the procurement law to provide for the consideration of past performance under the competitive sealed proposal process; authorizing competitive sealed proposals to be used for a procurement involving the development of computer hardware or software technology; specifying procedures applicable to the competitive sealed proposal process; requiring the Board of Public Works to establish a specified program pertaining to past performance; etc.
