Creating a State Debt not to exceed $100,000, with a matching fund requirement, the proceeds to be used as a grant to the Board of Directors of the Inner City Community Development Corporation for the acquisition, repair, renovation, rehabilitation, and capital equipping of a building in Baltimore City, the building to contain training facilities for individuals, office and work space for the Corporation, and meeting facilities for inner city business associations and community associations.
