Creating a State Debt not to exceed $200,000, with a matching fund requirement, the proceeds to be used as a grant to the Madison Avenue Development Corporation for the planning, design, and construction of, and for the provision of capital equipment for, an outreach center in Baltimore City; and prohibiting the use of the proceeds of the bonds or the matching funds for sectarian religious purposes.
