State Assumption of Waste Facilities

Synopsis:

Requiring the State through the Department of the Environment to assume ownership, operation, and control of refuse disposal systems, solid waste acceptance facilities, rubble landfills, and recycling facilities at the request of the owner of the facility; requiring the Department to assume all financial and legal responsibilities of the prior owners; requiring the Department to operate the facilities "as is"; prohibiting the Department from charging tipping charges above $40 per ton without written consent; etc.
