Synopsis:

Reducing the amount of the income tax revenue from individuals that is required to be distributed to a municipal corporation or special taxing district, by two-thirds if the municipality during the taxable year neither provides specified police protection nor exercises planning and zoning powers, and by one-third if the municipality either provides specified police protection or exercises planning and zoning powers but does not do both; applying the Act to tax years after 1997; etc.
