Requiring applicants for child care home and child care residential facility licenses to submit an application for a license to the Social Services Administration and obtain a tentative determination from the Administration before the applicants may apply for any state and local building, fire, health, or zoning permit; requiring the Administration to prepare a tentative determination to issue a license or not; requiring the Department of Human Resources to reimburse child care service providers at specific rates; etc.
