Creating a State Debt not to exceed $200,000, with a matching fund requirement, as a grant to the Board of Directors of the National Katyn Memorial Committee, Inc. for the construction of the National Katyn Memorial, a tribute to the 15,400 Polish officers who were massacred by the Soviet Secret Police in the Katyn Forest during World War II, to be located in the Inner Harbor area of Baltimore City.
