Synopsis:

Prohibiting the Governor, by executive order or otherwise, from authorizing or directing employees in the Executive Branch of State government to engage in binding or nonbinding collective bargaining, the grouping of Executive Branch employees into bargaining units, or the certification of an employee organization as the exclusive bargaining representative of members of a bargaining unit; altering the definition of "executive order"; etc.
