Authorizing a law enforcement agency of a political subdivision or
State agency to mail a citation to the owner of a motor vehicle
recorded by a traffic control signal monitoring system as running a
red traffic light; authorizing the imposition of a certain civil
penalty; making the owner of the vehicle responsible for paying the
civil penalty under certain circumstances; providing that a person
receiving a citation may elect to stand trial in the District Court;
establishing the defenses that may be considered; etc.
