Higher Education - Maryland Higher Education Investment Program

Synopsis:

Creating the Maryland Higher Education Investment Program to allow for prepayment of tuition at institutions of higher education in the State; establishing a Maryland Higher Education Investment Program Board; requiring the Board to adopt an investment plan; establishing fiduciary responsibilities of the Board; requiring the Board to purchase specified bonds for fiduciaries and to provide disclosure that a contract is not a marketing guarantee; providing for review of the Program's budget and staff; etc.
