Pensions - Transfers to Local Contributory Systems
Allowing local retirement or pension systems that have a contributory
retirement or pension system to authorize their members who have
transferred from a noncontributory system to receive a retirement
allowance without a reduction based on accumulated contributions that
would have been deducted by the contributory system.
