Vehicle Laws - License Restriction for a Minor - Prohibition Against Minors as Passengers

Synopsis:

Requiring the Motor Vehicle Administration to impose a restriction on the driver's license of a minor which prohibits the minor from transporting another minor as a passenger; requiring the restriction to be in effect for 180 days from the original date of issuance; exempting passengers who are family members of the licensee from the provisions of the Act; authorizing a police officer to enforce the Act only as a secondary violation; and providing that a violation of the Act is a moving violation for a specified purpose.
