Synopsis:

Decreasing the threshold percentage requirements for proposing the incorporation of a particular area; providing a schedule for the initial petition process and the incorporation process; requiring the Office of the Attorney General to develop a standard petition form for use by any organizing community; requiring the Attorney General to provide a standard petition form to the boards of supervisors of elections of each county; altering the requirements for a valid petition for incorporation; etc.
