Creating a State Debt not to exceed $500,000, with a matching fund requirement, the proceeds to be used as a grant to the Maryland-National Capital Park and Planning Commission for the planning, design, and construction of, and for the provision of capital equipment for, the Lottsford Corridor Recreational and Youth Program Center, a facility in Prince George's County that will be dedicated to the development of at-risk youth through job training, education, and counseling.
