Synopsis:

Transferring from the State Scholarship Administration to the Maryland Higher Education Commission the authority to administer the Health Manpower Shortage Incentive Grant Program; requiring the Comptroller to distribute unspent portions of a specified fund to the Board of Physician Qualtity Assurance Fund; repealing a specified provision of the Manpower Shortage Incentive Grant Program; etc.
