Requiring the Governor to include funding in the annual State budget
to implement annual adjustments to the reimbursement rate for
providers of community-based services for individuals with
developmental disabilities; requiring the Secretary of Health and
Mental Hygiene to make the annual adjustments by regulation; requiring
that the Administration reimburse service providers at the hourly
rates of $6.60 in FY 1999, $7.10 in FY 2000, $7.70 in FY 2001, and at
the living wage thereafter; etc.
