Property Rights Protection Act of 1997

Synopsis:

Requiring a private property taking impact analysis to be written by an Executive Branch agency or the Department of Fiscal Services about proposed legislation and regulations; clarifying that an agency of the State may not take private property except under certain circumstances; authorizing a private property owner to maintain an action for contesting the validity of or seeking compensation for a partial taking; etc.
