Synopsis:

Authorizing a lessee to invoke rent escrow remedies if the lessor fails to comply with specified risk reduction standards; repealing a provision of law authorizing a tenant to invoke rent escrow remedies if the landlord fails to repair and eliminate paint containing lead pigment on surfaces within the dwelling unit; and preempting specified public local laws and ordinances.
