Commercial Law - Maryland Digital Signature Act

Synopsis:

Requiring the Secretary of State to be a certification authority and authorizing the Secretary to issue, suspend, or revoke certificates of authority to other entities for purposes of facilitating commerce by means of reliable electronic messages and minimizing the incidence of forged digital signatures and fraud in electronic commerce; requiring the Secretary to adopt regulations to implement the Act; requiring a certification authority to meet specified requirements to obtain a license and to be audited; etc.
